자본의 이동이 자유로워지고 노동의 분업화가 가속화되면서 비교우위확보를 위한 기업들의 해외 투자는 급격히 증가하였다. 이에 따라 각 국가들은 외국인직접투자(Foreign Direct Investment)유치를 위한 다양한 정책들을 시행하고, 이를 통한 경제성 장과 생산성 향상과 같은 긍정적인 효과를 경험한 다(Sarbajit Chaudhuri, 2010; Young Han Kim, 2008; Luiz R. de Mello Jr, 1999). 한국도 1970년대부터 수출주도형 산업화전략 아래 외화 획득과 외국인투자 유치를 통한 경제성장을 기대하며 수출 자유무역지역을 운영해왔다. 이러한 전략은 수출 증 대와지역의성장및생산성의향상에긍정적인효 과를 가져왔으나, 한편으로는 지역 간의 격차를 가 속화하였다(한동호, 2015).

Mapping the Distribution Pattern of Gentrification near Urban Parks in the Case of Gyeongui Line Forest Park, Seoul, Korea download

The objective of this study was to map the distribution pattern of gentrification, showing the adverse effect of urban parks. The study adopted the perspective that urban parks, which have thus far been featured in urban planning without much criticism, may actually bring about unintended effects. This study employed a theory of gentrification that has received increasing interest in urban sociology to investigate the other side of the gentrification phenomenon. We identified urban parks as the cause of the gentrification from the start, and verified and visualised the phenomenon in the case of the Gyeongui Line Forest Park. We determined that the area with the higher possibility of gentrification was that within 600 m of the park. Big data accumulated over the past decade were used to prepare a proactive, systematic procedure to address gentrification, which is materialising in diverse forms. Through this study, we contribute to debates on the environmental justice of urban parks. Small changes in urban space can strongly affect our healthy lifestyles and urban sustainability. From this perspective, our study’s research process and its results could provide indications of how to structure and manage new urban planning projects in the future.

Understanding the Internal Structure of the Sense of Place of Daehak-ro Cultural District in Seoul download

Sense of place (SOP) has recently been considered an effective strategy through which to pursue sus- tainable place development. However, many urban spaces have not usually considered the contribution of built-environment factors to SOP and SOP’s contribution to people’s willingness to revisit for sus- tainable place. Therefore, this research aims to understand the internal structure of SOP at Daehak-ro, one of the most famous cultural district and tourism sites in Seoul, Korea. Through this study, the sociocultural factor was found to make the greatest contribution to Daehak-ro’s SOP, and SOP was itself found to be highly related to willingness to revisit. These results suggest that non-physical fac- tors could be most important to developing an SOP in urban environments. This study will eventually lead to better understanding of developing SOP, and will contribute to Daehak-ro becoming more sus- tainable than at present.

Conference sessions took place in the Salt Lake Marriott Downtown at City Creek. The Conference’s Campus Day took place on the Utah State University main campus in Logan, home to the Department of Landscape Architecture & Environmental Planning, the 13th oldest program in North America. CELA2016 is a green pledge conference, employing sustainable practices to limit direct and indirect impacts associated with the event. As the first CELA Conference to adopt this practice, CELA2016 heralds a new era, and establishes a baseline for future event planning, utilizing a sustainability framework to balance environmental, economic and social impacts.

Interpreting Sense of Place in Insa-dong, a Cultural District in Seoul download

This study aimed to explore and interpret the sense of place in Insa-dong a traditional street des- ignated as a cultural district in Seoul through the thoughts and opinions of insiders who actually expe- rience it. The study also aimed to identify a plan for the development and preservation of Insa-dong. Insa-dong was found to have the characteristic of an “unconscious sense of place,” which had formed naturally over time. This characteristic applies to most physical, social, cultural, and experiential ele- ments that make up Insa-dong. It developed as a place of tradition and arts culture, and thus Insa-dong has continued to be a representative place of traditional and Korean culture until the present. While a uniform modern consumer culture is emerging as a result of the integrated designs and socio- economic changes brought about by urban capitalism, these changes arguably fall within such a range that Insa-dong’s unique, unconscious sense of place is not greatly damaged. Accordingly, Insa-dong as a unique, attractive place where the new cultural characteristic of “modernity” blends appropriately with “traditionality” can be understood as a representative place that expresses Korea’s past and pres- ent life. This study is significant because it examined Insa-dong’s sense of place by moving away from expert perspectives and focusing on interviews with insiders. Based on the results, the study de- veloped a plan for the preservation and formation of Insa-dong’s sense of place. Though this study’s results can suggest basic directions and processes for interpreting sense of place, they are limited in terms of suggesting specific planning and design elements. Therefore, a limitation exists in terms of drawing practical implications. Follow-up studies using this study’s suggestions for preserving and im- proving Insa-dong’s sense of place can formulate more concrete strategies.

최근 농촌의 다원적 기능에 대한 인식의 전환으로 지속가능한 농촌 발전의 중요성에 대한 공 감대가 확산되고 있다. 이에 본 연구는 지역의 고유성과 진정성, 다양성을 추구하는 지속가능한 지역도시의 대안적 모델로서 관심이 고조되고 있는 슬로시티의 정책 및 사업추진에 활용할 수 있는 슬로시티 성과지표를 개발함으로써 슬로시티의 지속적인 성장 및 발전을 위한 분석평가 도 구를 마련하고자 하였다. 이를 위하여 문헌조사와 슬로시티 국내인증항목을 바탕으로 슬로시티 평가를 위한 슬로시티 성과지표를 도출하였으며, AHP를 적용하여 슬로시티 성과평가 지표별 가 중치와 우선순위를 산정하고자 하였다. 본 연구의 과정과 결과는 다음과 같다. 1. 슬로시티의 성과평가 지표 도출을 위해 1) 슬로시티와 기존 농촌사업 평가에 관한 이론적 고찰함으로써 개념 및 특성을 분석하였다. 2) 기존문헌과 슬로시티 심사항목 검토를 통한 예비성 과 72개 지표를 도출하고, 전문가 검증을 실시하였다. 3) 슬로시티에 적절한 예비성과 평가지표를 환경적 영향, 사회문화적 영향, 경제적 영향으로 구분하고, 7개의 상위항목, 29개의 세부성과지표 를 도출하였다. 2. AHP 전문가 설문을 통해 가중치를 산정한 결과, 사회.문화적 영향의 가중치가 높게 도출 되었다. 이는 전문가들이 슬로시티의 경제적 편익의 증대보다 사회문화적 상호작용에 더 관심을 기울이고 있으며, 교육을 통해 지역의 보전에 대한 이해 증진을 바탕으로 하는 느린 변화에 초점 을 맞추고 있음을 고려하였기 때문으로 볼 수 있다. 3. 세부성과지표로는 ‘녹색경관 유지.보호 및 생태 건축 촉진 노력’, ‘지역자원의 지속적인 보 전 노력’, ‘슬로시티 내 주민 삶의 질 향상’, ‘지역의 문화행사 보존 및 촉진노력’ 등이 높은 가중 치와 우선순위를 차지하였다. 슬로시티가 지역의 정체성.전통성의 회복을 통한 지역 활성화를 도모하고, ‘느리게 사는 삶’을 지향함으로써 지역주민의 ‘삶의 질’ 향상을 추구하고자 하는 슬로시 티의 이념 실현을 위한 필수적인 항목들이 가중치와 우선순위에 영향을 미친 것으로 판단된다. 이와 같이 본 연구에서 도출된 슬로시티 성과평가 체계는 자체 모니터링 및 성과점검을 위한 객관적 평가체계의 구축 및 구체적인 평가 수단을 제시한 데, 그 의의가 있다. 슬로시티의 모니 터링 및 자가 평가를 위한 성과평가는 예상되는 문제점의 해소와 당초 취지가 제대로 실천되고 있는지를 점검 및 피드백을 통하여 슬로시티의 운영 및 관리측면에 일조할 것으로 기대된다. 또 한, 국내의 슬로시티의 객관적 성과평가를 위한 자료 제공 및 국내 슬로시티의 개선과 발전, 지 속적인 유지를 위한 방향 모색의 기초자료로써 활용될 수 있을 것이다.
